So my gf just went and picked me up this album for an umcomfortable 28 bucks w/ tax but I love Syd and I'm sure it will be great.

I knew instantly it wasn't one of his studio albums cuz I know it's the Madcap Laughs and not cries.. so I then realized it's B-sides and outtakes, etc.

So is it really any different at all from the ML album? Should I now go and get that one also? (I plan on having every album by the band and each individual member)

Actually, I've never heard of Madcap Cries. I'm thinking that it must be some kind of bootleg compilation.

But, if you are planning on getting all of the solo Floyd albums, yeah, you should get Mapcap Laughs, too--it seems to be the best regarded of Syd's solo albums.
David Gilmour's first album & his 2nd one, "About Face" are pretty good as well. 'Specially his eponymous album (The 1st one!!)
those tracks are pretty all on the remastered syd albums and you can pickup both for 10 bucks.
