If a person has had any problems with the law including their driving record, they should'nt be allowed to have a gun ever.
Nobody under 18, or maybe even under 21 should'nt be allowed to own a gun.
Nobody with psychological problems should be allowed to have a gun.
Anybody who is unemployed or has no established work history should not be able to have a gun.
Anyone without a high school diploma should not be able to get a gun. GED does not count!
Illegal Immigrants should not be allowed to have guns.
Anyone who has gone to rehab or has had a history of drug use should not be allowed to have a gun.
Anyone with a dishonorable discharge from the military, police, etc. should not be allowed to own a gun.

Jumpy, I love your avitar.
Maybe this isn't the proper thread to discuss this, but it has been brought up here. The murders at Columbine. I don't understand how parents don't know what their kids are doing. I understand this was the case at Columbine. I get alot of eyebrow raising regarding how I raise my child. I don't censor her. I allow her to watch what she likes, listen to music of her choice, wear the clothes she chooses and her haircolor. We have no secrets. She knows she can tell me anything. I KNOW what she does. I KNOW where she is and what she is doing. I would certainly KNOW if she were building bombs or playing with guns. Gothic culture to my knowledge is laid back and not at all violent. The kids at Columbine were unsupervised and obviously troubled. My question is "Where are the parents?"

Under your rules for owning a gun, how would a 20 year old be able to protect himself/herself if someone broke into their home? Or if someone tried to rape them?
What do you consider a pshycological problem? What is a "normal" pshychological state? And how do you plan on determining that?
So people whose jobs are being outsourced can have guns?
What about people who have to drop out for family or illness reasons? They can't get a gun because they only got a GED, which is the equilvence to a High School Diploma
Illegal Immigrants can't buy guns legally as is...
So those who had problems as a teen or young adult, but who have none the less rehabilitated can't have guns, even though they've assimilated back into society.
Dishonourable discharge can come on many grounds, including questioning orders, which isn't such a bad thing sometimes.
My point is that you can't make draw clear lines on this issue as to who can and can't have guns. The rights of the constitution are granted to all persons, not just the elite few you decide are good enough for those rights.
A 20 year old would probably still live with their parents and their parents could own a gun.
I plan on determining a person's mental state by having a psychologist analyze them and the psychologist would determine whether that person was sane and responsible enough mentally to own a gun.
Why would a person drop out of high school because of illness or family reasons? That does'nt make sense! High School is essential for everyone and if a person drops out for those kinds of reasons, there education just is'nt important to them. People who are uneducated cause most of the gun deaths here. Even if a person did drop out for those reasons, they could still get home schooled. You can't go in the military with just a GED, you need a GED, plus a certain amount of college credits depending on the branch and also people with GED's need higher scores on the ASVAB(military aptitude test) than people with a High School Diploma. There are other places that do that aswell, not just the military. So techinically a GED is not 100% equivelent!
Anyone with problems as a young adult or even as a teenager, certainly should not have be allowed access to guns. Especially when they are that recent in the person's life. The only exception should be if a person had problems up until their pre-teen years. If a kid got caught stealing when he was 17, you really think he should be allowed to own a gun when he was like 22? Most crimminals who committ gun crimes have all had troubled teen and early adult years.
There could be some exceptions to the Dishonorable Discharge rule, but most people who get discharged dishonorably are for things much worse than disobeying orders.
I do believe that everyone should have the right to own guns, but there are a lot of people who should'nt be able to have them and in order to decrease our countrys gun crimes, we need to keep guns out of certain people's hands. A majority of the people behind our country's gun crimes are in one or another related to the things that I stated.

If you ask me, stricter gun control laws would be meaningless. People who want guns for illegal purposes will doubtless procure them through illegal means anyway.
