The way I look at it is: A). Either it's been put off to the indefinite future, true solo Floyd style, or B). It's being worked on or is even done, and Rick is just being his usual low-key self. Either possibility is very plausible!

Surely there will be other musicians on it, guitar, bass, drums? I would think that Dave would feature on at least one track and that Guy would play bass (being Rick's son-in-law).
But it seems Rick is just playing with ideas at the moment, and I'll only truely believe it when it's announced on pinkfloyd.co.uk or davidgilmour.com

Wow, this IS news. I would really like an album with vocal tunes, but with Rick's talent with instrumentals, this could be good no matter what he does.
As for who releases an album first... Roger has supposedly got a lot of material, but if he keeps holding off till he's actually got a concept, it could be a while... too bad. I don't really care which one releases their next album first--I just want new material from both of them!
I'm very excited for this! Rick has some of the best solo material out there and a bunch of new instrumental tracks will be most welcome! Maybe he'll even throw in a non-instrumental track towards the end to be the centerpiece. who knows.
I'd love to hear a new Rick album of just instrumental classical compositions mixed with instrumental rock tunes.
