It is Gilmour, and the camera isn't on him very much.

true. it is gilmour. as far as i can remember, they all appear in the video, but the highlights are upon roger and nick.

This has been discussed a fair few times elsewhere.

However, I would like to add here that Dave had only just joined the band before filming this and it showed. You will notice that he seems to be trying to join in with the antics and looks a little left out at times. He hadn't fully integrated at that point I feel.
